The fundamental work for developing patient classification systems based on the model of «Diagnosis Related Groups» (DRGs) began in the 70s of the last century: A group of researchers around Robert Fetter at Yale University had been requested by physicians of the university' own hospital to develop a program of "utilization review" and quality assurance.1

This system has subsequently emerged into an instrument that could be used for payment of case-based lump sums.
